Xiegu's "SD Card Creation Tool" from xiegu.eu: the portable Rufus 3.10 (GPL v3) with a rufus.ini that disables update checks, used to write X6100 firmware images to microSD cards. The same files ship inside the 2021-2023 firmware packages.
Read before installing. Contains no firmware. Any current Rufus or balenaEtcher does the same job (Radioddity's current instructions use them).

Xiegu X6100 SD Card Creation Tool (Rufus 3.10p)

WHAT THIS IS
------------
The "SD Card Creation Tool" offered on xiegu.eu for the X6100: "Tool to
create SD card with FW updates for Xiegu X6100." It is the portable build
of Rufus 3.10 (file version 3.10.1647, (C) 2011-2020 Pete Batard, GPL v3)
with a small rufus.ini. The same two files are in the sd_tool/ (or
Tools/) folder of Xiegu's X6100 firmware packages from December 2021 to
August 2023.
The rufus.ini sets "UpdateCheckInterval = -1", which turns off Rufus's
online update check, and sets the locale to en-US.
Rufus writes a disk image (the X6100's x6100udimg*.img / sdcard.img) to a
microSD card. It does not contain firmware. Only one version of this tool
was published by Xiegu.
APPLIES TO
----------
Windows PCs preparing X6100 firmware cards. Xiegu's tutorial names Windows
7 and 10. The tool itself is generic and writes any disk image, including
the R1CBU alternative-firmware images.
BEFORE STARTING
---------------
- An X6100 firmware package, unzipped (the .img file is needed).
- A microSD card of at least 4 GB and a card reader. Everything on the
card is erased.
- Administrator rights (Rufus asks for elevation).

INSTALLATION
------------
Nothing is installed. From Xiegu's X6100 Firmware Upgrade Tutorial V1.1:
1. Unzip, run rufus-3.10p.exe and click "Yes" at the administrator
prompt. Keep rufus.ini in the same folder.
2. Device: select the card reader's drive letter. Boot selection: "Disk
or ISO image". Rufus normally detects both; check them.
3. Click SELECT and choose the firmware .img file.
4. Click START; click "OK" in any dialog box.
5. At 100 %, click CLOSE. Eject the card reader through the operating
system before removing the card.
Then continue with the firmware package's own instructions.
VERIFYING
---------
Rufus's progress reaches 100 % when writing has completed (Xiegu
tutorial). On the radio, the update starts by itself when the card is
inserted and the radio is switched on.
IF SOMETHING GOES WRONG
-----------------------
- Wrong drive in the Device list: stop. Rufus erases whatever is
selected. Remove other USB storage and select again.
- The radio does not start the update: re-write the card, and eject it
properly before removal (Xiegu warns that pulling the reader out
directly can damage the files on the card).
- Current Windows versions or other image writers: Radioddity's current
instructions use the current Rufus from https://rufus.ie/ on Windows
7/10/11, or balenaEtcher on Linux and macOS; either works in place of
this 2020 build.
